From Market Liberalism to Public Intervention: Digital Sovereignty and Changing European Union Digital Single Market Governance

Abstract Against the backdrop of ever‐increasing importance digital services, European Union (EU) is promoting deepening its single market (DSM). Whilst has often been portrayed as Trojan horse neoliberalism, recent rhetoric on sovereignty indicates a desire for more control over sphere. A historical case study key elements DSM, namely services regulation and data protection, shows that EU governance become less market‐liberal public‐interventionist. In response to challenges associated with economy, policy goals have broadened include further objectives in addition competitiveness. Stakeholders public authorities rather than business actors important processes, market‐correcting instruments introduced. These reforms made by adding interventionist also redirecting role Commission overseeing very large online platforms.
